before anything else, XM is not a top-secret encryption method or anything related to number stations. XM is meerly audio feedback.
it never sounds exactly the same, and can sometimes sound very different!
This recording, near the end there is a woman reading numbers in russian. maybe it's her transmitter making this!
I've never heard XM sound like this, so there's a chance this may be unrelated
